Is the Lightning Aggro Challenger Deck Still Playable after Rotation?

Now that Throne of Eldraine has caused a lot of sets to rotate out of Standard, is the Lightning Aggro deck playable at all? It would seem not, at first, however after doing a bit of digging I think this deck might be salvageable! At the very least, you can probably spend a few dollars on it and play it in the meantime until the Standard metagame settles down.
